No spam. Early access invites sent in waves.
Draft tenders in minutes
Generate a fully compliant tender document from a 2-sentence brief. CPV codes, legal references, eligibility criteria — automated.

The status quo
Public procurement still runs on paperwork — and on knowledge that retires with the people who hold it.
€2.5T
spent every year by EU public buyers — most of it untracked after award.
150,000+
procurement offices across Europe, each rebuilding the same templates.
9 months
average time from need to signed contract — and the clock starts again at renewal.

What changes
A system with memory that rewards good vendors.
Quoria captures every milestone, defect, budget overrun and sustainability check across the contract lifecycle — and feeds it back into future scoring. Vendors who deliver get rewarded. The ones who don't, don't. Cronyism ends.
Continuous feedback loop
Every contract outcome — on-time delivery, defect rate, change orders — becomes a verifiable signal for the next tender.
Institutional memory, encoded
Historical specifications, prices and vendor performance stay searchable long after the original buyer has moved on.
Performance you can defend
Budget, milestones, defects and ESG compliance tracked in one place — exportable for council, audit and court.
70% price · 30% quality
Award criteria the way EU directives intend — quality finally measured on real, repeatable evidence instead of vibes.
Before · After
The same procurement, two different worlds.
Before Quoria
PDFs, Excel, and tribal knowledge
Writing tenders from scratch in Word
Comparing 30 bids manually in Excel
No way to verify vendor reliability
Zero tracking after contract award
Fear of legal challenge on every decision
Same underperforming vendors winning repeatedly
With Quoria

Full tender draft from a 2-sentence brief
Every bid auto-scored on 100+ verifiable criteria
Real performance data from past public contracts

Institutional memory that outlives any single buyer
How it works
From a sentence to a signed, monitored contract.
Three steps. Each one auditable. Each one defensible in front of a procurement review board.

After award
The work doesn't end when the contract is signed. Neither do we.
Quoria stays on the job through delivery — turning every milestone, defect and invoice into evidence that compounds over time.
Milestone tracking
Flag delays 14 days before they become disputes.
Defect logging
Structured defect records feed directly into the vendor's future score.
Budget adherence
Real-time actual vs. budgeted spend. Flag scope creep early.
Compliance monitoring
Tariftreue, EMAS, sustainability KPIs tracked throughout delivery.
Legal compliance
Built around the law, not bolted on after.
Quoria is engineered against EU Directive 2014/24/EU and its national implementations (GWB / VgV in Germany, Code de la commande publique in France, Codice dei contratti pubblici in Italy). Every output cites its legal basis.

Voices from the field
What public buyers tell us.
"It would save me days of work on every tender. Right now I'm copy-pasting from old PDFs hoping nothing breaks legally."
Procurement Officer · District Authority, Berlin
"If this works, we could push schools, kindergartens, and infrastructure through faster — that's the real impact for citizens."
Head of Central Procurement · State Capital
"The honest truth is most of our knowledge walks out the door when someone retires. A system that remembers would change everything."
Mayor · Mid-sized City, Brandenburg

FAQ
Questions we hear often.
Is Quoria legally binding?+
Quoria produces drafts and decision documents that the contracting authority signs. Every output cites the relevant article of EU Directive 2014/24/EU and the national transposition, so your legal team can validate it in minutes instead of weeks.
How is our data handled?+
All data is hosted in the EU on sovereign infrastructure. Tender content, vendor data and evaluation evidence belong to the contracting authority and are never used to train shared models.
Which languages are supported?+
German, French, Italian, Spanish, Polish and English at launch. Additional EU languages added on request.
Can it integrate with our existing e-procurement platform?+
Yes. Quoria publishes via eForms / TED and exports OCDS-compatible data, so you can keep DTVP, AI Proc, ANAC, Plataforma de Contratación and similar systems as the system of record.
What happens during the private beta?+
We onboard one authority at a time, with a dedicated implementation partner. You keep using your current tools in parallel — Quoria runs alongside until you trust the outputs.
